Work Experience:
Causey Engineering LLC, Austin, TX 2005 to Present
Forensic Expert: Provide Forensic and investigative work related to rate and regulatory matters for natural gas transmission and distribution, and for electric power distribution. Causey Engineering provides engineering analysis, governmental regulation investigation and interpretation, accident reconstruction and litigation support primarily related to oil and gas, refineries, pulp and paper mills, industrial construction, lumber manufacturing, chemical and petrochem plants, and central power stations.
Pendulum Engineering LLC, Houston TX 1997 to Present
Founding Principal: Provide management and expert witness services to the natural gas sector of the energy industry, focusing on economic and regulatory issues including rates, cost allocation and supply and marketing issues.
Tenneco, Inc. - 1976 to 1996
Natural Gas Pipeline Division. Progressed from Manager of Rates in 1976 to Senior Vice President of Major Projects in 1995. Officer from 1983 to 1995 with broad variety of responsibilities.
Vice President Rates 1983:
Responsible for filing and settling rate increase applications and other regulatory issues for all of Tenneco’s pipelines.
Vice President Operations 1986:
Gas Control - Responsible for day to day operation of the 16,000 mile Tenneco pipeline system
Measurement - Responsible for the measurement of all gas entering and leaving the pipeline system, including issues relating to gas quality.
Operations Coordination - Responsible for daily and weekly scheduling of gas purchases, exchanges and storage operations. Gas Contract management and minimization of Take or Pay
Transportation & Exchange - Negotiate and manage all transportation agreements and revenues of several hundred millions per year.
Vice President Supply 1989:
Gas Supply - Manage relations with all producer-suppliers including negotiation and administration of all gas supply contracts.
Vice President Strategy 1991:
Rate Department Rate and Tariff matters.
Regulatory Affairs Federal and State regulatory matters.
Strategic Planning - Developed five-year plans for pipeline group.
Vice President Development 1993:
Market development - Development of capital projects and joint ventures in the market area of the pipeline scheme.
Supply Development - Development of capital projects and joint ventures in the supply area.
Senior Vice President Major Projects 1995:
Kern River Gas Transmission - President, 900 mile pipeline from Rocky mountain supply area to California joint venture with Williams.
Western Market Center - President of joint venture project to develop commercial market center for Rocky mountain gas sales.
New York State Public Service Commission 1963 to1975
Chief of Gas Rates: State organization responsible for regulating the gas, electric, water and telephone utilities of the state. Progressed from Junior Engineer to Chief of Gas Rates and Chief of Gas Planning holding both positions simultaneously.
