FRANK J. MIGNOLI, BChE    

     

 

Mr. Mignoli is an Associate of Causey Engineering LLC. Causey Engineering has for over 18 years been providing forensic and investigative engineering services and litigation support, specializing in industrial and construction regulations and safety issues. Mr. Mignoli has extensive estimating experience in the oil and gas industries.

Work Experience:

 

Causey Engineering LLC, Austin, TX 2005 to Present

Forensic cost estimating and cost analysis: Provide estimates related to the hydrocarbon industry, particularly oil and gas processing plants. Causey Engineering LLC provides engineering and operations analysis, governmental regulation investigation and interpretation, accident reconstruction and litigation support related to certain process industries, including oil and gas wells, production, refining and processing, pulp and paper mills, lumber manufacturing, food manufacturing, material handling, chemical plants, central power stations, railroads, industrial construction, and warehousing.  

 

Mignoli Consulting, Austin, TX 2002 to Present

Cost Estimating and Cost Analysis: Provide both detailed and factored capital cost estimates and cost analysis for refinery units and gas processing facilities. Clients include SNC Lavalin and Front-End Design Specialists LLC.

 

Kellogg Brown & Root, Inc. – 2000-2001 

Principal Estimator:  Directed and prepared capital cost estimates of refinery and chemical plant. Prepared a number of Contingency Analysis uses a software program called Crystal Ball.

 

Halliburton Inc., Houston, TX – 1998-2000

Global Manager of Estimating: Directed standardization of estimating techniques for a large oil and gas engineering, construction, and services firm. Halliburton is the parent of Kellogg Brown& Root Inc.

 

M. W. Kellogg,  Houston, TX– 1967-1998

Project Control Manager: Supervised and directed the scheduling, estimating and cost control functions for two USGC paraxylene projects for Amoco Chemical – one a grassroots and the other a revamp.

 

Principal Estimator: Developed capital cost estimates of detailed feasibility reports for constructing and operating two refineries in India.

 

Manager of Estimating Technology: Prepared many estimates for new process technologies using M. W. Kellogg’s latest estimating techniques and tools. Provided guidance and direction in the development and maintenance of M. W. Kellogg’s tools, techniques and procedures for estimating.

 

Manager of Estimating Services: Supervised and led the estimating activities for a multitude of projects and proposals varying from multi-million dollar revamps to a very large joint venture projects with values in excess of 2 billion dollars.

 

Lead Estimator: Estimated a joint venture with a Japanese company for an 800 million dollar LNG facility. Developed cost estimates for several LNG terminals in the USA and Mexico.

 

Manager of Cost Services: Directed the Estimating and Cost Control Divisions. Served as Chairman of HOC committee on field purchase of direct material. Also served on a subcommittee to study project control systems of Kellogg and Rust Engineering.

 

Engineer: Held various positions starting as a System Engineer and rose to Principal Systems Engineer as the specialist on ammonia plants.

Field Engineer: Testing, design and estimating the cost of cathodic protection systems for pipelines and oil wells.

Presentations:

 

CII’s annual convention - Risk Analysis for International Projects.  Part of CII (Construction Industry Institute) Project Team. This team helped develop a procedure for Risk Analysis for International Projects. This was a two-year project resulting in a presentation by two members of the team at CII’s annual convention.
